The futures of refugees and refugee resettlement: A scenario planning project sponsored by the International Catholic Migration Commission (Article)



Abstract

In 1999, with the assistance of a scenario planning group facilitator, the International Catholic Migration Commission called together individuals from a number of the world's major refugee resettlement agencies to think as a group about the future of refugees and of refugee resettlement in the coming decades of the new century. The group decided to focus on the following question confronting the refugee resettlement community: 'Are our efforts best focused on resettlement or on other areas that meet the needs of refugees?' The following five scenarios are the result of the group work. As William A. Canny, ICMC Secretary General, stated, these five scenarios 'are offered as imaginative attempts to explore alternative futures, to force critical thinking about crucial questions which confront all of us in the refugee response community....Each one projects into the future to somewhere between 2010 and 2015. Some are plausible, some may be more probable than we care to believe. Are any of them preferred? We leave that to you to decide.'.
