Abstract
The article discusses the concept and content of the legal category of "environmental refugees" and its distinction from the adjacent legal categories. It investigates the close relationship between the issues of environmental refugees and the problems of human rights protection. The authors argue that the best option to protect environmental refugees is the preparation of a special international agreement guaranteeing their rights, which takes into account the specifics of this environmental phenomenon. The inclusion in an international agreement of the construction of multilevel environmental hazard areas and the environmental zoning of its signatories will allow the effective prevention of negative trends within the boundaries of environmentally hazardous areas. It allows the establishment of clear criteria for environmental threats, the presence of which forces citizens to travel through the territory of the country or to leave for another country under the status of environmental refugees.
