Abstract

"Nationalists" argue that illegal immigrants have no claim to health benefits because people who have no right to be in a country have no right to benefits in that country. "Humanists" say access to care is a basic human right and should be provided to everyone, recognized citizens and illegal immigrants alike. Neither view is adequate.
