Abstract
The concern over continued participation of foreign students in the scientific, engineering and mathematics (STEM) departments of the US graduate schools is discussed. The comparative advantage of having large volume of foreign students is also presented. After the events of September 11, 2002 the policymakers place a high priority on mitigating the negative effects of the increased care and scrutiny with which foreign students will be admitted to the US.
