Abstract
The article is based on the analysis of a wide range of historical and theoretical material and examines the formation of the international legal system aimed at protecting the rights of forced migrants in the 1920s — 1930s. The article shows the role of the League of Nations and the recipient countries in creating specialised institutions (“Nansen offices”, “Nansen passport”) and preparing intergovernmental agreements to regulate the legal status of the refugees, primarily the Russian ones. Special attention is given to the efforts of the International Labor Office towards promoting forced migrants' employment, social security and the improvement of the international system of refugee protection. The conclusion is drawn that the majority of the decisions were reactive in nature and caused by the emergency, which in turn caused low efficiency of the refugees' legal status regulating process and their legal protection. © 2019 Ltd "Integration: Education and Science".
