Abstract

The main objective of this work is to verify which features local impact in attracting qualified individuals in Pernambuco. To do so, it uses the 2010 Census microdata in addition to MEC data, UNDP and IPEA in order to estimate the empirical model through the OLS (Ordinary Least Squares). The results indicate that the existence of higher education institutions, the size of the population, the availability of access to health (medical), the stock of human capital, among other attributes, are relevant constraints in attracting skilled migrants by the municipalities of Pernambuco.
