Governability and governance of the international migration [Gobernabilidad y gobernanza de las migraciones internacionales] (Review)

Abstract

The last decades have taken the issue of migration to a level of interest in public opinion and concern in governments only comparable to the early years of the twentieth century, with the difference that at that time was predominantly associated with migration "development" ", whereas at present it is frequent to see them presented as a "problem ". The question, then, is not so much in its quantitative increase or supposed negative effects, but in the difficult governability of current migrations, which requires ascend to a higher level of government that allows the articulation of interests, rights and obligations, incorporating economic and social actors to the definition and execution of the desired objectives. The latter transforms governability (conceived only as an action of the State), in the "migration governance". © 2016 Centro de Estudios Migratorios Latinoamericanos. All rights reserved.
