Abstract
This paper uses the findings of the UK part of a major international study to answer the following questions. Why has there been an exceptionally high level of foreign recruitment in health and social care in recent years? What are the processes by which it has occurred? What has been the role of employing organisations, central government and other institutional actors in determining the scale and pattern of migration? What are the implications for future policy on foreign recruitment?It analyses various statistical data sources as a prelude to presenting the results of an interview survey of employers (NHS trusts and private hospitals) and various other institutional actors. It draws conclusions about the nature and dynamics of overseas migration into the health and care sector and the policy implications. © 2006, Emerald Group Publishing Limited
