Abstract
The European Constitutional Treaty which is going to be ratified these days offers a concept of European citizenship which disappoints the expectations to find a way for an integration of the resident immigrants or for any kind of political aceommodation. In the light of the European framework and of the doctrinal debate, the proposal of a model of inclusive, plural and gradual citizenship will be examined, a citizenship which starts off with the notion of neighbourhood based on the continuous residence, followed by an analysis of the objections of those criticizing these proposals as a process of domestication.
