The employment of Russian refugees in agriculture: The French state and Zemgor in international action [Le placement des réfugiés russes dans l'Agriculture: L'État français et le Zemgor dans l'action internationale] (Article)

Abstract
The présent article relates the conception and implementation of a project aiming to place Russian refugees in faims in southwestem France between 1925 and 1930. The project, which vvas developed by the French Ministry of Agriculture, was conceived in collaboration with the International Labor Office (ILO) - which was in charge of the organization of work-related migration of Russians to France - and with Zemgor's help. Zemgor was a Russian assistance organization with demonstrated expérience in refugee professional placement. The article focuses on the progress of this cooperation, paying particular attention to the conflicts generated by the intervention of private participants in the project, be it Zemgor, which in course of action became a genuine partner of the Ministry of Agriculture, or the powerful French Société générale d'immigration (SGI), which collaborated with the ILO. Thèse various alliances and the disputes to which they gave rise testify to the challenge that promoting humanitarian coopération posed in terms of standard setting and definition of public interest.
