A support plan for marriage immigrants to acquire a degree through E-learning (Article)

Abstract

In this paper, a support plan for marriage immigrants with low level of education to acquire a degree through E-learning was studied. Currently, the number of Korean men marrying foreign women is rapidly increasing due to the increase in the imbalance of gender ratios caused by preference for boys and shunning of rural areas by Korean women. As a result, there is a large influx of immigrants from neighboring countries. However, the marriage immigrants are experiencing significant difficulties in adjusting to the Korean societies due to the language barrier and low income. To alleviate this problem, the Korean government is performing various social adaptation programs such as Korean language education and vocational education. Most marriage immigrants, however, are not properly educated as they are burdened by their household duties or work. In this study, a plan for supporting marriage immigrants to acquire a degree through Korean language and vocational educations through the internet was researched. To achieve this goal, a survey of intentions of the marriage immigrants to acquire an academic degree was performed. As a result, marriage immigrants who want a degree through E-learning have a strong intention of continuing their education, have an experience of internet lectures, are living mostly in Seoul, Daegu, Gwangju, Daejeon, Choongnam, Jeonbuk, and Jeju, and are mostly from Vietnam, Cambodia, and Uzbekistan. Also, those who do not have an occupation and are young, especially those in their 20s, were found to have a strong intention of learning. These characteristics were considered in this study to propose methods to acquire a degree through internet lectures alone, to develop E-learning contents combining language of marriage immigrants with high demand for education, to establish a class for marriage immigrants in air and correspondence high schools located in areas with significant population of marriage immigrants with high demand for education, and to devise a plan for combining vocational education and degree acquisition by recognizing vocation educations provided at various institutions as credits at Lifelong Education Account System and air and correspondence high schools. Above measures are expected to support the marriage immigrants with low level of education to settle as equal members of the society instead of deteriorating into an underprivileged class by providing them with an opportunity to receive education.
