Restrictions on seekers of asylum, December 1989. (Article)



Abstract

In December 1989 the Swedish Government announced that asylum would be granted only to persons who met the requirements of the United Nations Convention Relating to the Status of Refugees and to other persons in particularly strong need of protection. Persons who had previously been granted asylum as war resisters or de facto refugees would no longer be eligible. De facto refugees are defined in the Swedish Aliens Act as persons who do not want to return to their country of origin because of political conditions prevailing there and can refer to serious reasons in support thereof.
