Abstract
This document contains a portion of a 1988 Council of Europe Recommendation which deals with the right of permanent residence for migrant workers and members of their families. In the recommendation, member states are invited to ratify European Conventions dealing with migrant workers and to recognize the right of migrants to 1) reside permanently in territories where they have resided for at least five years, 2) to family reunification involving ascendants as well as descendants, 3) to the permanent residence of the former spouse of a migrant worker who remains on the territory of the state, 4) to equality of treatment, and 5) to vote and stand for election (if they have permanent residence status).
