Abstract

This document contains the text of a 1988 UN General Assembly Resolution written in response to reports from the High Commissioner for Refugees. In its opening statements, the resolution points out that more than 100 states are parties to UN instruments on the status of refugees but that serious problems remain to be solved, especially in regard to securing the safety of refugees and asylum-seekers. The resolution also reiterates the importance of states assisting the High Commissioner in efforts to solve the problems of refugees and commends states which, despite having severe economic problems of their own, continue to admit large numbers of refugees and displaced persons. The resolution then contains 19 enumerated points which describe the nature of the function of the Office of the High Commissioner; endorse the conclusions of the Office on international solidarity and refugee protection, on the need to strengthen measures to protect refugees, and on military and armed attacks on refugee camps; condemn violations of the rights and safety of refugees; commend the High Commissioner for attempts to meet the special needs of refugee women and children; recognize the importance of seeking durable solutions to refugee problems; support the purpose of a Project Planning Fund to assist refugees; and call upon the international community to support the programs of the High Commissioner which aim to meet the needs of refugees and displaced persons.
