Abstract

The whole foreign population and the foreign working population in Europe have been growing since 1979, in spite of the employment crisis and of policy aiming at reducing immigration and encouraging migrants to go back home. This phenomenon can be explained by an analysis of the immigration functions in the developed countries. The employment of foreign workers is facilitating the regulation of long-term and short-term cycles, as well as the restructuring of some economic sectors. In a highly stratified labor-market, immigration has become a structural component of the total labor force. -English summary
