For years, educators of migrant students in New York State have been concerned about the difficulties of providing appropriate educational services to handicapped migrant children. Migrant educators and administrators lack training in the identification and referral process for handicapped children. They find the definitions and criteria used to classify handicapped children in many states confusing and state regulations too complex. They are also unable to use the Migrant Student Record Transfer System (MSRTS) effectively for the placement of handicapped migrant children in local special education programs.
