The Education Commission of the States Interstate Migrant Education Project, initiated in June 1976, evolved in response to a need for coordinated planning and implementation of migrant programs among states, ECS's preliminary review of the issue discovered a lack of data on migrant children identified, evaluated, and served by education programs.
