Abstract

This article contains an analysis of the memorandum on foreign workers in the Federal Republic of Germany prepared by a leading Social Democrat, Heinz Kuhn. The memorandum suggested that social considerations, rather than economic considerations, should take priority in developing German policy with regard to immigrant workers. Particular attention is paid to the integration of the foreign population resident in Germany. The reaction to the memorandum and the consequent adoption of changes in policies regarding immigration and immigrants are discussed.
