Abstract

The article affirms that, despite a major increase in the total migrant remittances, their effect on the growth of investments in the human capital of the majority of developing countries and in global development in general is still insignificant. In the opinion of the authors, the elimination of politically motivated limitations on remittances is a condition of such development. They justify the significance of the concept of the credit nature of money and rights for understanding the social responsibility of states, improving the efficiency of migration regulation, and overcoming the crisis of the international monetary system. © 2014, Pleiades Publishing, Ltd.
