Abstract

The immigrants housing problem in Italy is part of a context, characterized by a large surplus of houses and, at the same time, by a lack of low cost houses which becomes even more serious in the rent market. Italian Government answer to the immigrants different housing needs by financing the Regions to have 'first reception centres' built and by stimulating employers, who intend to engage immigrated people, to provide them with a house. So it is only given a temporary solution to a part of the most serious and urgent cases, while all other demands are subjected to the rules of free market and their effects: speculation and discrimination. Society and Institutions, in spite of all their efforts, haven't found out any measure yet, which could help immigrants in the difficult phase between emergency and normality.
