Abstract

This paper investigates how socio-economic and political factors may influence the development of immigrant and refugee programs. A brief review of the literature concerning mental health issues for refugees is examined. It is followed by an analysis of federal and provincial government policies regarding relationships between government and non governmental organizations (NGOs). Significant features and contradictions are shown, pointing to discrepancies between empowerment and partnership philosophies and the actual development of state strategies. The different assistance programs offered by the Quebec government to non governmental organizations are studied in order to define the main guidelines for NGO financial assistance and the framework for their development. This study is limited to the Quebec ministries of Health and Social Services and Cultural Communities and Immigration. These two ministries offer most of the financial assistance programs to NGOs dealing with immigrants and refugees.
