Abstract

This article focuses primarily on Turkey's experience with the Kurdish refugee crisis, its role in the process of intervention, the outcome or consequences of the intervention with respect to the repatriation and rehabilitation of the refugees, and finally the likely future behavior of Turkey regarding questions of humanitarian intervention. The main objective is to examine the circumstances and the decision-making process that led Turkey first to close its borders, then reverse its decision and support Operation "Provide Comfort' I and II, as well as United Nations' humanitarian assistance programs. There is also a brief description of the Turkish refugee regime and the Kurdish problem. These are two factors that have had a profound influence on Turkish decision making during the initial stages of this refugee crisis. -from Author
