Abstract

The evolution towards the European international market has highlighted the urgency for the EEC to face the immigration from Third Countries. The existing contrasting regulations between and within the various countries have delayed harmonization of the migration and asylum policies. The Treaty of Maastricht has finally included immigration among the "areas of common concern' in the inter-governmental cooperation. Besides the agreements signed by the Member States for the asylum and the control of the external frontiers (Schengen Agreements and the Dublin Convention) the Commission states that the two issues to be jointly discussed are: the rights of the community citizens as well as extra-community immigrants, and the inclusion of migration policies in the agreements between the EC and the Third World countries. -from English summary
