British refugee policy and 1992: The breakdown of a policy community (Article)

Abstract

The article considers, within the framework of a policy community approach, the development of British refugee policy, the impact of European harmonization, and the role and long term strategies open to UK NGOs. British refugee policy has tended to be ad hoc, depending not only on international conventions but on foreign policy considerations. There has been a bipartisan approach and the NGOs have been allowed to play a major role. Recently, the large increase in asylum applications and the need to harmonize European refugee policy has reduced the role of NGOs. European discussion in the TREVI and Schengen structures has focused on policing issues and control. The need for NGOs to press for liberal European policies on refugees is stressed. © 1992 Oxford University Press.
