Abstract
Several of these human rights activists and others who are connected with the Kabila government have escaped to Kampala where their lives are in grave danger. These activists have no identity or travel documents. Hence, most are in Uganda illegally. This makes them extremely vulnerable to harassment and possible imprisonment by the Ugandan police. There is evidence that RCD intelligence is very active in Kampala, and that opponents of the rebels are being actively hunted there: There are regular high-level contacts between the Ugandan government and the RCD. The Uganda People's Defence Force (UPDF) is openly fighting in Congo on behalf of the rebels. Exiles from eastern Goma cannot be protected in a country with such close ties to their oppressors.
