Abstract

Puts forward a framework for the analysis both of the refugee phenomenon in general and of the processes of refugee-flow and the highlighting of the issue in international politics. Firstly, existing approaches to refugee studies are subjected to critical review, and an alternative rationale for such studies is presented. This is followed by an analysis of the relationship between social mobilization and human resources, illustrating the process of refugee-flow using Indochinese refugees of the latter half of the 1970s as a case study.
