Abstract

President Clinton signed a welfare reform responsibility bill in August, following eighteen months of contentious debate. The bill, The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, is expected to lead to cuts in food stamp programs, aid to illegal immigrants, and safety net programs for children.
