Considering the protection concerns of refugee and displaced women: The use of a gender lens in a security framework (Article)

Abstract

Recognizing gender issues in displacement means more than designing programs that target women. Rather, to be fully successful, humanitarian agencies and organizations should integrate the resources and needs of both women and men in all aspects of program planning and implementation. Good plans will not overlook the different needs and skills uprooted women and men bring to efforts to address their own problems of displacement, flight, resettlement and other conflict-related issues. While the humanitarian community has made considerable progress in integrating a gender perspective into their work, they still have a long way to go before the policies are fully implemented.
